A survey conducted by the Center for Strategic and International Studies (CSIS) and Taiwan’s Institute for National Defense and Security Research (INDSR) reveals that only 26% of U.S. experts and 17% of Taiwanese experts believe that China has the military capability to carry out a ＂joint island landing operation＂ within the next five years. The study, which surveyed 52 U.S. experts and 35 Taiwanese experts, found that most agreed that China lacks the ability to effectively implement a joint maritime, land, and air invasion of Taiwan. However, 90% of U.S. experts and 62% of Taiwanese experts believe that China could isolate or blockade Taiwan in the next five years, primarily as a commercial action. This action would be conducted by China’s Coast Guard or other law enforcement vessels, not its military. Additionally, 80% of U.S. experts and 60% of Taiwanese experts believe that China could implement a blockade of Taiwan, which would involve both commercial and military activities led by China’s military. Taiwanese experts generally had a more conservative viewpoint on China’s execution abilities compared to their American counterparts when it came to perceived threats from mainland China.

Alexander Yui, Taiwan’s new representative to the United States, arrived in Washington D.C. on Monday (Dec. 11), to assume his post. Ingrid Larson, the managing director of the American Institute in Taiwan (AIT), welcomed him at the airport. Yui’s arrival follows the resignation of former representative Hsiao Bi-khim on Nov. 20. Yui, who had recently become the top envoy to the EU and Belgium, was chosen to replace Hsiao. Yui emphasized security, economic and trade cooperation, and Taiwan’s international space as the key aspects of Taiwan-U.S. relations. He highlighted the need to safeguard Taiwan’s upcoming election from external influences. Yui committed to deepening Taiwan-U.S. relations by building on Hsiao’s work and collaborating with his embassy team. Laura Rosenberger, chair of AIT, expressed confidence in Yui’s experience and anticipated further development and strengthening of the bilateral partnership.

AIT Director Sandra Oudkirk emphasized the U.S.’s neutral stance in Taiwan’s upcoming presidential election, expressing confidence in Taiwan’s democracy and addressing cybersecurity and the danger of disinformation.

Taiwan People’s Party (TPP) presidential candidate Ko Wen-je has alleged that he was offered a bribe of NT＄200 million by an individual claiming to be an aide to a U.S. senator. Ko stated that the person, who identified as an assistant to a senator from Alaska, said that American Institute in Taiwan (AIT) Chairperson Laura Rosenberger wanted to speak with him. In addition, Ko disclosed that he encountered various individuals, including someone purporting to be a United Nations commissioner and a former U.S. Congressional aide, who suggested that the U.S. favored a coalition between the Kuomintang (KMT) and TPP. With Taiwan’s presidential election approaching, Ko expressed concerns about the influence of intermediaries and fraudsters in the electoral process, emphasizing the need for a clear-headed approach to combat misinformation.

Representative Hsiao Bi-khim missed an overseas community event in the United States due to poor health and rumors have circulated that she may return to Taiwan for a possible election campaign. Hsiao was scheduled to attend a Thanksgiving dinner with AIT Chair Laura Rosenberger but cited discomfort from a recent COVID-19 vaccine booster. Speculation has arisen that Hsiao may become Democratic Progressive Party presidential candidate Lai Ching-te’s running mate in the 2024 presidential election. Lai has remained tight-lipped about the vice presidential candidate, stating that the consideration is almost complete and an announcement will be made at the appropriate time. The presidential election registration in Taiwan is scheduled from November 20 to 24.

A paper published by the Washington-based think tank Global Taiwanese Institute reveals findings of mainstream public opinion on Taiwanese defense. The paper, titled ＂Conversations with the Taiwanese about Taiwan’s Defense,＂ shows that 70 percent of Taiwanese are willing to fight in the event of a Chinese invasion, while 20 percent would leave and 10 percent would choose to surrender. The results are based on conversations conducted by Taiwanese-American U.S. Air Force captain Jimmy Chien during his six-week stay in Taiwan, which included discussions with university students and retirees. Chien’s research challenges the perception that increased military strength and pressure from China could lead to military action, as most Taiwanese do not consider this a likely scenario. He argues that Taiwanese people believe China must first address its domestic affairs before resorting to force against Taiwan. Chien also notes that Taiwanese people are aware that the U.S. military is unlikely to deploy troops in the event of a war, and therefore hope to receive non-combat aid, such as supplies and maintenance, from the U.S. as a show of support in battling enemy forces.

We have not received any information about visiting.＂
